For two years I was unable to run FS2004 because of update KB3086288. The fix was to just delete this update. This update will make many of the most popular games inoperable. See below.

Since new updates on 09/09 2015 have been unable to run FS2004. Get message, please log in with administrator rights.

Just to let you know the reason why FS2004 no longer runs in Win 7 and 8 is due to windows update kb3086255.
This update removes what is seen as a DRM risk associated with safedisc - basically the anti-pirate software that requires CD#4 to be in the drive when you start the sim.
Two (legal) options available to resolve the issue
Option 1 - Simply uninstall the update and then hide it so it does not get re-downloaded with next set updates.
Option 2 - Manually switch the required DRM service on when you want to load the sim. This method will still require you to have cd #4 in the drive when starting the sim and must be carried out before clicking on the FS icon. There are 5 commands, as listed, that can be run. Simply run the appropriate command instruction:
To do this, type the following commands at an elevated command prompt. You should press Enter after you type each command.
To disable the driver's service, type the following command:
sc config secdrv start= disabled
To set the driver's service to manual, type the following command:
sc config secdrv start= demand
To enable the driver's service (and to set it to automatic), type the following command:
sc config secdrv start=auto
To manually start the driver's service, type the following command:
sc start secdrv
To manually stop the driver's service, type the following command:
sc stop secdrv
